As the Disaster Management Division Director, he has oversight of the Area Coordination Branch, Operations Branch, Recovery Branch and the Arkansas Disaster Assistance Team (ADAT). He is also responsible for the State Emergency Operations Center (SEOC) and other critical response and recovery operations during Gubernatorial and Presidential declared disasters. He has served as the Deputy State Coordinating Officer for 15 federally declared disasters and has experience with more than 20 federal disasters and numerous state disasters to include the host-state sheltering operations during Hurricane Katrina and the 2009 Ice Storm.
Bass started with ADEM in September 2001 as an Information Specialist in the Information Control Center (ICC). Since 2002 he has worked as the Individual Assistance Officer and Public Assistance Officer in the recovery branch and in 2006 he was promoted to the Recovery Branch Manager. In August 2010 he accepted the position as the Disaster Management Division Director.
Bass has served as the ADEM representative on the executive board of the Arkansas Emergency Management Association since 2002. He holds a Bachelor’s Degree in Emergency Administration and Management from Arkansas Tech University.
He and his wife Laura live in Little Rock, Arkansas.
